Offshore Wind's Slow, Real Start in Australia

No turbines spin off the Australian coast yet. The workforce that will build them is already being assembled. For hiring managers, offshore wind is the patience trade.

The zones are real, the steel is not yet.

Australia has declared offshore wind zones and issued feasibility licences. Gippsland in Victoria leads, with the Hunter and Illawarra in New South Wales close behind, and the Southern Ocean zone off western Victoria and the Bass Strait rounding out the early map. These are not press releases. They are bounded areas with licensed proponents running met ocean campaigns, geophysical surveys and stakeholder work.

What there is not yet is a sanctioned, financed, under construction project. That gap between policy momentum and a final investment decision is exactly where the sector sits in 2026, and it is precisely why the hiring conversation is so unusual.

Why the workforce is being built years ahead.

Offshore wind cannot be staffed the way a solar farm is staffed. The development phase alone runs for years, and the disciplines it needs are rare in Australia because we have never built one. So proponents are doing two things at once: importing experienced internationals and growing locals who can carry the projects through to a first turbine and beyond.

That means roles are being filled long before there is anything to construct. Development directors, consenting and environment leads, marine package managers and grid connection specialists are being hired now to do the unglamorous work that decides whether a project ever reaches financial close. The teams that win will be the ones that started early.

The interface roles that decide projects.

Offshore wind is a sector of interfaces. The value, and the risk, sits where two disciplines meet.

  • Marine and met ocean specialists. Understanding the wind, wave and current regime of Bass Strait or the Tasman is foundational. Get the resource and the conditions wrong and every downstream number is wrong.
  • Geotechnical and geophysical engineers. Foundation selection lives or dies on the seabed. Australia's offshore ground conditions are not well characterised, so this expertise is both scarce and decisive.
  • Transmission and grid connection leads. Bringing gigawatt scale offshore power onshore and into a constrained network is one of the hardest parts of any project. This is the bottleneck role.
  • Package and interface managers. The people who hold the seams between turbines, foundations, cables and the onshore grid together. Pure offshore wind experience here is almost entirely imported today.

Patience, and the global talent race.

Australia is competing for offshore wind talent with markets that are a decade ahead. Europe, Taiwan, Korea, the United States and now Japan are all drawing on the same shallow pool of people who have actually delivered offshore wind. Compensation expectations arrive set by London and Taipei, not by the local renewables market.

For hiring managers the message is twofold. Build now, because the lead time on credible internationals is long and the relocation decision is a family decision that cannot be rushed. And invest in locals deliberately, because the only durable answer to a global shortage is to grow your own. The proponents we talk to who treat workforce as a multi year programme, rather than a recruitment campaign, are the ones positioned to actually deliver.
